A skilled lone wolf is the most dangerous imo. They don't know where, when and who its coming from.
A mob of armed patriots in the street is easy, if they want. They know what to do with you. They can see where the mob is and who it is (likely) and judge their firepower; probably surround them and toy with them (smoke bombs/water cannons etc). If they want to they can blow this collection of individuals to smithereens from the comfort of a CIA control bunker (drones). Not that they will. It'd be a last resort.
We have individual actors. Use what you've got. Harder to stop.
