Police by and large are one step above common prison guards. They are not going to stand up to tyranny and unlawful orders and rarely will put their lives in danger to protect someone else. If they do, then they will find themselves in a system that will put them in jail for using lawful force under the current standards. They pretty much have to get shot to even consider firing a weapon.
