However, it sounds like they want you to continuously dose up on this, and if you don't then you will be unable to travel, purchase goods and services, etc.
How long until doctors mandate you have this card up to date before you can receive cancer treatments or surgery?

I was thinking to record each "booster"
The record will be in a database somewhere. The identification will be some kind of biometric to ensure positive and tamper-proof.
Could be on your smart phone and it uses the sensors and accelerometers in your phone to map/print your gait and movements to confirm it's you, etc.
