You have the scenario backwards. This is more akin to Brown vs Board of education, where Eisenhower sent the 101st airborne to Arkansas to enforce the court order when the governor tried using the national guard to block implementation.

When the courts don't hear Covid lockdown violation cases Cuomo will see how "meaningless" the courts are.
