The suitcases are clear cut broken chain of custody, and anyone who touched them or were aware of them need to be jailed, minimum. I lean towards public flogging and marking them with big red "Vote Thief" tattoed on their foreheads, so they can be mocked everywhere they go for the rest of their miserable lives.
