So it could be a true statement that the tabulator was not connected to the internet, however indirectly it was. This needs attention.
Any seven year old hacker worth their salt can access a computer that is not connected to the Internet if that computer is connected to another device and they can access that device through the Internet.

If Device A is not directly connected to the internet, but IS directly connected to Device B, and Device B is connected to the internet, now both A + B are IPSO FACTO connected to the internet.
There were a couple stories early on, of machines being found connected to routers. I can't remember where and I'm not sure if that was voting machines or tabulators though.
