Maybe by a legal definition, in a practical reality? Not even close. Anyone can swear to anything under "penalty of perjury", when that penalty doesn't actually exist. Look at the tens of thousands who swore under penalty of perjury that they were voting in the county of their residence, hell THE STATE of their residence, and did the exact opposite and not a damn thing happened... The entire legal system has lost credibility, when you have two sets of laws and selectively enforce laws people refuse to acknowledge or respect your authority and their response to your attempt to exercise that authority ends in deadly consequences.. .
Affidavits are statements taken under oath and are evidence.
You cant just lie in an affidavit either doing so would be illegal.
