It would because no contract ensuring payment for voting has been made. On another thread (sorry i can't recall which one- I've read many recently) a user was describing how their workplace was able to use raffles as incentives in lieu of direct rewards in certain workplace competitions surrounding fitness and weight loss. Laws prohibiting direct compensation for certain actions can be tiptoed around by raffles. Either way, this case here is absolutely pathetic.

But a raffle ticket, like a lottery ticket, still has a value. It's the same thing as giving someone a gift to vote, rather than straight cash. You cannot give people things as a reward for voting, it's illegal.

I'm not a lawyer, but there's no way that would hold up as a defense.
