They had ALREADY put everything into place. They probably only had to count ballots, not fill them in.

In PA and Wayne county MI they have to fill in ballots too. We have evidence of that. But they probably had a bunch already pre-filled in!! They weren't caught with their pants down completely - Trump didn't just win by just a bit more than Dominion cheated. Trump won BY SO MUCH that even their pre-filled ballots weren't enough! That's why they had to truck some in days later.
