Extrapolated to the entire election, well, at least all of the votes counted for Biden and Trump, that 37/15000 would equate to 12,176 votes being switched, for a swing of 24,352 votes. The difference as it stands right now is only 12,670. This basically would put Trump in the lead by the margin that Biden is currently in the lead by.

That was exactly this guys point! The votes that switched equals Biden's margin of victory!

In 2004, computer programmer Clint Curtis testified under oath before the U.S. House Judiciary Committee that he “wrote a prototype for [at that time] present Congressman Tom Feeney,” of a program that “would flip the vote 51–49. Whoever you wanted it to go to and whichever race you wanted to win.” Curtis testified that he was told by his company that, “we needed to control the vote in South Florida (5:23.)”

This is exactly what's going on now and congress has known about it since then. They hid it so they could take advantage of it. The algorithm is simpler than the huge flips....they just flip enough votes so whoever you want to win wins by a little bit. 51-49

This would not be difficult to write, you would just have to have it build a percentage buffer, and then have it change a couple votes once in a while to maintain that lead, so no matter when the counting stopped, your preferred candidate has won a close election.
