Definitely seen some C functions mentioned. .NET would kinda make sense though would be the wrong choice (but that would be par for the course). If it were me, I'd probably pick Java. Not my favorite language nor necessarily the best one for the job (there are much more technical languages that would be better for something like a voting system) but falls fairly squarely in the "good enough"ish and availability of skilled developers ballpark.
