I think you guys missed the part where he declared antifa a terrorist group. That means that they and anyone that collaborated with them CAN be treated as enemy combatants and sent to gitmo for a tribunal. No doubt this would catch a lot of the dem leadership as well. Other corrupt individuals without antifa ties might be handled in civilian courts.
