The entire house is not sworn in right now according to the state constitution. On 12/1 session officially ended, and the members will be sworn in again after the new year.

It's a huge problem with the pa constitution. For 1 month, every 2 years, there is no house of representatives.

The legal arguments and conflicting constitution issues are honestly deep to look into. I feel it hinges on the Supreme Court.
