This is actually smart on the legislators part. If they just do it themselves it would be appealed and get stuck in court and likely wouldn't be resolved until after the electors vote for Biden. Sealing the fraud and Biden's victory. By skipping everything and going straight to the Supreme Court they avoid that and likely get the result they want. This is a huge win if they pull it off.

Prof. Eastman made a very interesting comment to the Georgia legislature today. Not sure if it applies to PA as well. He was asked if the Rs needed a significant majority to move forward. I think he said no. Most legislators apparently don't know the basics of the law let alone precedent let alone nuance in these rare situations.

Actually no. The legislators can appoint electors directly. No other steps after that. If it gets to the court and blocked they'll still not vote for biden. A non vote for biden is a vote for trump pretty much
