Orrr... Maybe they ARE a decent person and are HOLDING THEIR BREATH, so the need to have a mask on while "crossing someone" is pointless.
I experienced this on a boardwalk in a "blue area". People kept TOUCHING their mask to cover/uncover their face as they approached/walked past someone.
It's like these people think COVID just RADIATES from unmasked people's skin pores or something!
