The solution is to stop guaranteeing the loans so banks only give them to those who justify receiving them.

This would solve it overnight. When banks no longer get to stick a hand out to the government and get money no matter what they will go back to the way that they handle every other type of loan. Is it a good investment and if it's not then they'll show you the door.

Running out of other people's money does wonders for magically finding the ability to start being cautious with yours.
