From watching the video from the 8:20 - 8:45 mark it appears the guy in the red shirt / black jacket is talking on speaker phone or walkey talkey? He's then standing by the voting machine and goes back and says something to the lady in the blonde braids and she then begins taking the ballots out from underneath the table. He starts pointing telling people to help it looks like? At 9:22 it's obvious he's talking to someone on a walkey talkey / phone. I think this guy is the ringleader.
