Honestly, I think Biden was kind of roped into it. Maybe some establishment types blackmailed because they already know enough dirt to send him and his kids to jail for a long time.
I suspect the plan was once inaugurated, he would either immediately resign, or issue a bunch of unpopular EOs and resign. He'd be remembered always as the President with the shortest time in office.
