To play devil's advocate, it's entirely possible the voter sent it back without placing a return address. Unadvisable, but possible. Voters tend to not follow instructions well.
The return address is a postal issue. You're supposed to put a return address in case the mail is damaged or undeliverable. Technically the identifying info is inside that envelope.

The ballots visible in the video are the outer envelopes. The relevant voter data and signature are found on the inside envelope. If she actually opened one and separated a ballot from the inside envelope then she would have violated GA law.
I early voted in Michigan so not sure if Georgia has the same process. But early voting was filling out an absentee ballot there and then dropping it into a city/county drop box. Since I wasn’t mailing it I didn’t write in the return address. You name and contact info were on the inside I think. Or maybe on the back. Either way my guess is that the we’re “early” votes that could be legitimate if Georgia used the same process.
