I saw outer envelopes and the security envelopes go into a bin on the ground which is placed back on the desk at 26:50 when they do some adminstrative paperwork on that batch...

The basic process is that the ballots are received and signatures are verified, then the envelopes are opened and ballots are separated. Envelopes and the signatures are archived (And this is utter bullshit because now the ballot can't be tied to an envelope) and the ballot is sent to the tabulating machines.
Every state has their own system but at this table it looks like stacks of ballots that have been "verified" (They cheat during the verification) are opened and separated from the two envelopes. The envelopes are sent to be boxed up for storage and the stack of ballots goes to the counters.
No counting going on at this station, and there are too many witnesses. We already know what the fraud was--the four suitcases---we need to find out where the four suitcases came from.
