It's because masks don't prevent infections; all they do is make some people(read morons) feel safer. Since they feel safer they'll ignore things that might actually help prevent getting the virus like distancing.

Well in the us, only the legislative branch can make a law, so these mandates that are being ruled out are just orders by the governor.
