it is. They keep making it harder to own a gun here by making the rules more restrictive about use and purchase and to even get a gun license in the first place they keep trying to make the red tape thicker so it becomes too time consuming and expensive people give up. Then god forbid you're pulled over on your way to or from the range. Better have a full tank of gas because you can't even stop for that on the way. The gun and ammo need to be in your locked truck in separate locked transport boxes so if you ever had a self-defense emergency, you're SOL. Have to go directly to the range and directly home, no stopping off for anything.
