I'm taking a guess here when I say this so forgive me if I'm wrong. I think you're assuming some malice on her part? If there was some nefarious malice it would seem likely she wouldn't have shown us the ballots without return addresses which invalidates those ballots ( thanks lady! ).
What about the alternate explanation that this is just someone doing their job, thinking it's all above board, and not realizing they're actually displaying something that is not above board at all.
