It seems like each ballot would have a unique identifier and that unique identifier would be recorded along with the vote information. Scanning the same ballot multiple times would result in duplicates that would be eliminated in the tabulation process.

I know in PA the Dem governor threatened a veto of the election changes if a serial number was placed on absentee ballots.
Not sure what other states do as far as serializing ballots
Yup. Most of our election process is based on blind faith that the people running it are honest.
