EXPLAIN: How does a server crashing, force a recount in GA (Fulton Co) to stop?

We all know this:

  1. GA did a hand recount.
  2. Server in Fulton county crashed and the recount had to stop. I thought that the recount was a "hand" count.

How are those two things related. What does "HAND RECOUNT" actually mean?
