The PA constitution sets a hard "end of session" date at 12/1. The House session is over until new members are sworn in next year. This is the MAJOR issue PA is dealing with, don't think the Republican House does not want to return... it is just literally against the state constitution.
I think this is a MASSIVE hole in the state constitution. For 1 month every 2 years the PA House of Reps has almost no power.
Now, because the State constitution conflicts with the federal constitution I feel this will need to go to the Supreme Court, at least for PA.
They are incapable of holding a general session right now. A special session is possible... if the Governor request it. The Governor, Wolf, is a democrat and will NEVER agree to this. That is the point I was making.
General session, according to the PA constitution, will not begin again until members are sworn in at the start of 2021.
I'm not trying to be a negative nancy. This is just the rules as they are written. The federal constitution may provide for different directions that overrule the state constitution, but I am waiting to see how the Supreme court rules on that.

That's my understanding of it as well, it's a completely fucked situation.
