If we had a legitimate election system that would be the job of the state and county election boards. They would be held to financial accountability standards, with each ballot being treated like a $100k instrument. Signing off on an election where fraud occurred - even if you weren't aware of the fraud - would be grounds for fines and potentially prison time.
