Depends on where they're located... Sides of trailers easy to see, crowbar to pry it off. New asset tracking devices can be solar powered and placed on top of the trailer out of sight. Might not be noticed... The devices are small and low profile...

Asset tracking via GPS is common on containers and truck tractor trailers... Do the truckers know if the trailers they were hauling across state lines containing the ballots had an "asset tracking device" attached to it? Criminals aren't all that smart (and the devices easy to hide) so knowing the company that owns the trailer would be a place to start mapping its entire route (where it was loaded with ballots?) to where it's sitting right now...
