Gladbeck hostage crisis. Silke Bischoff. She is 18 years old there. She did not survive (shot in heart). Also a 14 year old Italian boy Emanuele De Giorgi (shot in head) and a policeman (vehicle crash).
One of the hostage takers received 9 year sentence. The other 2 received (European) life sentences - one has since been released.
Everything about the incident was fucked up. The police fucked up pretty much every thing that could be fucked up. One only look at the sentences to see the priorities of their culture. What's left of it anyway.

The government uses any means to control the population and imposes its rules on you, and we are too eager to play by those rules and while we are at it. There is absolutely nothing special and mysterious about it, in Communist China the control was "divide the country along class lines," in USA it is "divide the country along racial lines." All of the divide and conquer goes along the lines of "find the enemy for the little people, and while they fight, we the government get to rule over them."
