Because the entire episode is coordinated across multiple states, they could not be just acting alone. They must have received some kind of instruction to announce counting stop around 10:25pm on election night. If so, then a trace of the phone call would unearth the mastermind behind the scene.

Yes, hoping we can find at least one more such instance to show coordination. However, as the machines are networked, there may be a message or alarm system outside the phone networks.

And, I bet they don't do messages. Because they might worry about leaving textual evidence. I bet they might use old fashioned voice phone call, because they think no one is listening.

We need the time close to and around 10:25pm on election night. The time when multiple states stop counting vote at the same time.
