I very much doubt that he's been brought into the loop about any of the election-stealing activities. His puppet-masters know he's not capable of remembering what to say and what not to say. But he's presumably aware that Trump is contesting the reported results. Trouble is, as we saw just a few days before the election, he has a whole lot of trouble remembering Trump's name. So I really wouldn't put it past him to make some garbled public statement about how George Bush is just refusing to accept that he lost.
