They do in fact have to tell us what they are going to do. It's in the rules. If we fail to counter, they are off the hook because silence is consent. That's how it works. That's why we are in this situation. We fail to believe them, we laugh, we disregard. They carry on. There isn't a single thing they have done that they haven't told us us about first.
