It was during his second term. He was sitting in the back corner of a bar with a couple of secret service agents at each side. People were lined up about a mile from where he was sitting all the way down the street. Everybody knew why they were there and were solemn in their demeanor. One by one, they would approach the President and he would write something on a piece of paper and hand it to each person in turn. After receiving their paper, each one would look at the paper, then look him directly in the eye and give a nod. The President just looked them in the eye for a couple of seconds and then he would start writing again on another piece of paper for the next guy.
