If you read the article, CDC can and will be tracking who has received the vaccine and who hasn't.
HIPAA also says employers may not ask you about any medical conditions, yet now they make you fill out a screening form every day to "prove" you don't have COVID. The reason is that the state considers you a threat by default now.
