These aren't state specific, they're being shipped out to everyone nationally. I don't know about paper, but 100lb card stock would be my guess. I haven't seen any physical cards yet though to know for sure.

I had the local health department tell me I needed a doctors note to not wear a mask. They are now being sued along with the liquor store who called cops on me. Cops told them to call health department. Health department came and said I needed a doctors note. My lawyer said I need nothing and we filed the lawsuit.
It is amazing how those in positions of "power" have no idea what the laws are but are gonna find out.
Just need to see some of these filled out. The sheep that get it will no doubt be posting them online to virtue signal just like they do with putting masks on their profile picture now.
