This feels like an excellent question for SCOTUS. It seems that states can literally certify election results the moment the results come in and thus bar any claims of fraud.

If I'm not mistaken his suit was asking for an emergency injunction to stop the state from being certified. Court says its moot cause the certification happened (it can no longer be stopped from happening). They probably intend to force him to resubmit another suit that seeks to overturn the certification. This is a stall tactic... (I'm not a, lawyer so may be wrong)

Is certification actually part of the constitution or is a procedural aspect of selecting electors that was added later?

It is only part of the Constitution insofar as Article II specifies that the state legislatures have plenary authority over the appointing of electors. It is the state legs that lay out, in statute, their certification procedures. And the state legs can do it in any manner they see fit.
