Donated money can never be directed for any specific project or effort, the State may receive the funds but cannot be instructed on how to use the funds. Furthermore funds must be used as a global effort to aid all voters in the State and by using funds to set up drop boxes in certain areas versus other areas you breach federal election laws. We have USPS mailboxes distributed across most States by population which all voters have access to.
Also, USPS takes pictures of all ballots mailed and have hard counts of all mail sent to a specific address.... It would only take minutes to see the actual amount of mail sent to a specific address (election office) and this would be the legal amount of mail in ballots!!!!

This is why private major carriers in the US such as Purolator or UPS, etc. do not and will not deliver election ballots. Small truck with independent drivers by no means should be carrying ballots unless they are certified election workers under the chain of custody and keep detailed custody logs.
