I would argue that the point is to balance the will of the majority with the rights of the minority, and to temper the will of the majority in matters of government by keeping the government itself limited in scope.
We ultimately want the majority in charge. That is what democracy is. We just want the worst excesses of that will tempered, and to protect the rights of all.
