Hoft doesn't explain the guy very well. He is an ethnic Manchu, explaining the surname not typical of Chinese. As to the ballots, I can confirm that it would be child's play to get a Chinese printer to manufacture ballots for anyone with money. That doesn't prove this actually happened, but it is certainly plausible especially when you consider the enormous stake the CCP has in getting Trump out of office.
