Use that against them. When they get taken down, a backpack hurts you in a fight. Pull it up and over their head and use it to keep them on the ground and unable to get a good grapple. When they pop the umbrella up, pull it out their hand and trash it. It'll disorient them as they're used to cops not doing anything about the umbrella. It'll get them pissed and distracted.
