We should stop pretending the ratings of fox matter anymore than the ratings of cnn. They are all just deep state funded propaganda that could care less about profits.
So, a propaganda element is spin off so it won’t effect the stock price of the rest of the enterprise that still goes under the illusion of “for profit”.

Fox News isn't owned by Disney my dude. They're owned by like ... Comcast or something. They're not owned by Disney.
And isn't Disney having to lay like a shit load of people off because they have no money? Disney might own a lot of licensing rights, but they're not liquid in assets. They're worth a lot because they have 'high value IPs'. But that doesn't mean shit when they remake those IPs in to things people don't want, reject, and they lose money on.
My understanding is Disney did have quite a bit of money in the bank and they also have a fair few valuable assets but you can't get an income from nowhere even in the magic kingdom and have been borrowing money and laying people off in stages.

As part of the Disney-Fox merger, 21st Century Fox will spin off Fox News, Fox Business, and the Fox broadcasting network into a new, separately traded company
