In this picture we only have eye region and forehead for distinguishing. the problem with the frontal pictures of ballot woman is that you do not see the difference in angle of the forehead. When i model 3d portraits in maya i need at least 3 (better 7) different angles to get it right. the strongest difference is the the left pic has way deeper eysockets and hence that caveman look. Also look at the angle the forehead goes down. and at the superciliary arch. ballot counter has a much more prodruding face, probably due to a stronger jawline ( superciliary arch groes in relation to jaw, evolutionary it is meant to buffer the forces that result from a bite). look at the forehead shape at the hairline. the overall flatter face of ballot counter. the steep angle Parent's forehead has compared to ballot counter. anyone who draws portraits would immediately see that.
