It just seems to me that security footage, which always has the potential to be used in a Court, should have a resolution at least high enough to make out faces and pertinent details. You can see a lot in these, but there is just enough blur to allow a defense to call any interpretations into question. Even a GoPro would do a better job.

If something catches your attention, you can zoom in and the resolution is pretty astounding. Back in the mid Aughts, I could zoom a camera in a read someone's driver's license from 2 blocks away on a fairly standard system.
Shorter version- you can have high res close ups or high res wide views. Generally not both. For CCTV systems, high res close ups are preferable.

With all the other ballots, they seem to come in in smallish trays, then get packed away in the black 'suitcase' boxes AFTER they're processed. I assume that these are the boxes we've heard about that are ultimately sealed and stored.
If this is correct, the fact that they are in the black boxes to start with seems like an attempt to conceal them.

Could be an export compression. Or it's an old system that records at DVD quality (640x480). Or about a hundred other things.
