He stated that they need to earn their votes and challenged them to stand up to the fraud. People then assumed that his comments instructed people not to vote unless he did what they asked.
Indirectly that may have been the case, but saying that he told voters not to vote for them is just not true.

What that means is, if they want to steal a higher number of votes somewhere, they have to take them from somewhere else which causes losses that wouldn't otherwise happen. The rigging doesn't just affect the top of the ticket, it affects down ballot candidates
