Lin and Sidney are the pitbull/attack dogs. Their role is to expose as much of the corruption as they can, as loudly as they can, and draw as much flak on themselves as they can in order to provide cover for Rudy and Jenna to move behind the scenes. (Can you imagine what would be heaped on Rudy and Jenna non-stop if Lin and Sidney were not there to take flak?)

Lin, in particular, wants someone to sue him because all he is saying is real and a legal suit would provide him with discovery.

It is a brilliant strategy.
