The precincts the votes get moved to are actually virtual precincts. The virtual precincts takes over an actual precincts vote counting for a period of time.
So the ratio of trump votes shows up in the reporting for precinct A for two timestamps. Then A goes back to normal and precincts B starts reporting the ratio for a period of time.
The total votes counted for the actual precinct does not actually change, it flips a portion of the votes. It flips them in small chunks of time, and "grabs" votes from multiple precincts to spread out the flipping.
