Free college (and healthcare) does not define socialism or by extension communism. That is an economic question. Example, we already have socialized transportation in the sense that taxes pay for roads, the roads that we drive on are not paid per mile at booths. We also have socialized police, we do not pay for our own protection within our borders on a direct payment basis, nor is the level of protection based upon how much you earn.
I can tell you that I am UK born and that in transitioning from when I attended university (ability based) to now, the % of population attending rose from 7% to perhaps 45% (ability to pay based), while the quality has fallen substantially, and the cost rose from zero to what it is now. If the US were to transition to free tertiary education, the number obtaining it would fall to less than 10% and the number of institutions would be perhaps 800 instead of 4000. By removing the socialist/communist education from primary and secondary education the quality would increase substantially so that an 18 year old would have the same education as that of a 22 year old now.
What is happening in our country is the potential for socialism/communism and this is entirely different and far more dangerous proposition. This is not measured by how much is 'socialized' or 'single payer'.
