The public can easily disrupt filming of movies. Sound is the biggest one, but making people question if they'll be able to make it back to their car is pretty demoralizing.
It doesn't matter about getting a permit because peaceful protests are perfectly legal.
Edit: just to be clear because I'm getting a lot of comments about it, the sound won't disrupt the recording, but it will disrupt the people trying to work, which is much more effective. (And you can be outside of the blocked off area, so you aren't jumping fences or dealing with security trying to throw you out.

That media has limited read write cycles for dailies. They typically don’t delete footage on-site which means it’s clogging up the management process up the chain.

A lot of sound in big movies is added in after the fact. From dialog to background noises. So although making noise would work to a degree, it may not be enough. The best way to disrupt them is simply to storm their area and get in their faces. You see the dirt bags from BLM and Antifa do it all the time in the name of protests. Same tactics should be used to these Chyna backed hollywood companies. Enough people disrupting their operation would cost the serious money by shutting them down on a daily basis.
Oh I actually know all of that, I actually have a few film fest awards under my belt. My take was, disrupting the guys working, like in lights, a grip here or there, a camera man flinches or an extra doesn't hear direction fully and ruines a take. You slow them down you slow everything down.
These things cost time which costs money. Their permits are only for so long, and then they'll have to get a new one and wait for the date. Maybe they have everything booked and can't reshoot right away. Extending the timeframe of a project is the best way to kill it.
There's also the morale of the workers. I've been on shoots that ended with the lighting director telling the director to go fuck himself because of little shit built up over the day. These people are already under stress from lockdowns, turn it up a bit and they will take it out on each other. Much easier and better optics, in my opinion.

I did a bit of digging as to how it's only the film production companies don't get restricted for this outside dining shit. Apparently it's a thing which was negotiated between one of the unions and the Cal government. They have to employ a Covid Supervisor who has to make sure that all restrictions, masks and social distancing policies are strictly maintained at all times This person can throw any member of the crew off the set if they see something they adjudge to be amiss.
In reality it has created jobs for the boys (no surprise there if unions are involved). I've seen that you can take a 2 hour course for $50 online at the end of which you are certified to be the Covid head honcho. These 'certified' fuckers are then charging the film companies anywhere between $500 to $1k PER DAY for their expert (haha) knowledge.
So, my Cali pedes, there are 2 alternatives as I see it.

As someone who works in the industry, don’t do this. A lot of these folks are just blue collar workers who have been outta work for a long time now. Don’t take that away from them. Instead, encourage all your favorite businesses to defy orders and stay open. And be prepared to defend their right to do so.
