The I.R.A. was partly controlled my MI6 tho. A lot of the bombing where backed by MI6 so they get funding (just like how the FBI conducted an conspiracy to kidnapped a state governor). it's sort of an open secret here in Belfast that the IRA was filled to the brim with MI6 informants.
