Dems can always fall back on the Comey defense: the chain was lost, you see, but it wasn’t lost intentionally so the votes are blameless and should be allowed to count.

There is no chain of custody for any mail in ballot, not unbroken from the caster to the counter so wouldn't this requirement negate all mail in ballots?

Why are these kinds of artifacts, that are crucial to determine an election is fraud free,

not mandatory to hand in as part of handing in votes at all?
